Chief Financial Officer
Description

Directly supervises assigned staff.  Serves as a member of agency’s Executive Team.  Assists with the overall management operations with an emphasis to develop, coordinate and implement all agency financial policies, procedures and budgets; Ensures compliance with Head Start accounting and program regulations; Develops financial strategies for the implementation of new and/or expanded programs.

Qualifications

Master’s degree in Accounting or related field or Bachelor’s Degree in Finance, Business Administration or related areas and a CPA  Four years experience in non-profit/governmental program administration and supervision.

Responsibilities
  • Carry forth the Mission statement of MVCDC, Inc.; support the quality management principles; and work toward the agency and program goals.
  • Actively participate in all administrative decision making processes with CEO, COO, CIO and Director of HR.
  • Provides leadership support to the Finance department personnel.
  • Completes all required financial and program related reports accurately and on time.
  • Directs and manages the budget processes, development, revisions, and analysis.
  • Completes annual agency budget, with short and long range forecasting budget.
  • Serve as trustee for MVCDC’s employee Profit Sharing/Retirement Plan and exercise fiduciary responsibility for all Profit Sharing/Retirement Pan operations.
  • Manage the investment of MVCDC corporate funds and all grant funds in conformance with applicable regulations.
  • Interpret federal and state Head Start and all applicable fiscal regulations as they apply to all aspects of MVCDC operations and implement all actions required to achieve compliance.
  • Monitor all programs operated by MVCDC for compliance with funding requirements; report any discrepancies and follow-up to ensure that corrective action has been taken; ensure all reporting requirements are met and disseminate required/requested reports to appropriate MVCDC staff and community agencies.
  • Present financial reports to Board of Trustees, Policy Council and appropriate funding sources.
  • Maintain involvement in professional associations and organizations.
  • Conduct periodic staff meetings and facilitate finance committee meetings.
  • Represent MVCDC professionally, both in manner and dress, to staff, parents, volunteers, the community, Board of Trustees, Policy Council, etc.
  • Adhere to agency confidentiality policy.
  • Performs other duties as assigned to assist in providing quality services for children and families.
